TNX that was it. I was looking on wrong place (all users) for wrong dir
name (TortoiseSvn)...
I added this line (as was in previous OS instalation):
http-library = neon

NOTE: it is good idea to ship TortoiseSVN with this setting ? Am I
minority facing this issue ?
