You're right, but admittedly I'm happy with the current status of the
translators not having commit access. I'd volunteer as a gateway to check in
the screenshots if translators would send me a zip with all the necessary
stuff.

I wonder if it could be scriptable (with limited effort) to create all the
screenshots for one language automatically. Some Autohotkey magic? I'll
investigate. I'm sure this has been done before.
