U+FFFE in UTF-16 Pathfile causes ignored line

Hello,

I would like to use tortoiseproc and pass it the pathfile with a UTF-16
encoded file. However the development environment I use (Progress
OpenEdge) starts a UTF-16 file with U+FFFE (as described here:
http://en.wikipedia.org/wiki/Byte_order_mark )
Apparently if the pathfile starts with that byte order mark, tortoiseproc
ignores the first line of the file. While I can work around it (just add
an empty line) this could probably be considered a bug and may bite
others.
