I think there is nothing special
My repository is running under Debian Squeeze
libapache2-svn 1.6.12dfsg-4
http authentication, protocol https.
But with a local repository, same behaviour.

Commit is issued normally with right click / SVN Commit...
There is same behaviour wether changes are deletion, update or additions.

With r21389 on the same computer and same repositories, all is fine on this side.
With r21452 or r21458, commit dialog doesn't display list of changed files if there are externals.

I have tested with a local repository :
- created 2 folders d1 and d2 under d:\ drive
- "create repository here" for d1 and d2
- checkout file:///d:/d1 under d:\testd1
- added a property svn:externals to d:\testd1\trunk : "file:///D:/d2 d2"
- commit of the trunk
- update of the trunk : the d2 directory get created under d:\testd1\trunk\d2
- added a file "test.txt" under d:\testd1\trunk
- commit of the trunk : with r21389, i see the added file in the commit dialog, with r21452, nothing is displayed.

Platform : Windows XP SP3.
