Bug r21458 : Commit dialog doesn't show list of changed files if there are externals.

Platform : Windows XP SP3
TortoiseSVN r21452 to r21458

If a working copy has externals, when committing changes, nothing is
displayed in the "Changes made" of the Commit dialog.
This box should display the list of added/updated/deleted pathes to commit.
Checking "All" and committing works OK.

If i delete the external directories, commit dislog displays the changes.
