Fresh checkout of TortoiseSVN/trunk (all externals downloaded)
Subsequent update ignores all externals.
(Happens with IncludeExternals set to false - name seems to suggest it is intended effect)

However I need update to work on all externals except those I excluded or for which I removed property "external" and deleted its folder.
