Context menu wrong for ignored folders

Hi Stefan,

With a recent(ish) nightly, right clicking on an ignored folder gives
the same result as for an unversioned folder. In particular there is
no option to un-ignore the folder. Creating a repository in the middle
of a working copy doesn't make a whole lot of sense either.
