Commit dialog incorrectly handling adding detected changes made after its data last got refreshed.

Hi.

   When pressing F5 in the commit dialog to refresh the displayed file
listing, all the newly added entries are always added as checked, even
when the 'Select items automatically' setting has been unchecked.

   This has been tested with TortoiseSVN 1.6.12 on Windows XP SP3 with
full updates. I will test with the recent new TortoiseSVN 1.6.13 release
when I manage to install it and restart my computer but have not seen
anything related to this in its change list.
