Minor thing in nant script

In default.build, there is a test for the version of Visual Studio to use, which checks the VCINSTALLDIR variable. This happens before the test for whether the variable is actually defined, in the VSNET target of default.build.user. Thus, when the variable is not defined, the build stops with "Environment variable "VCINSTALLDIR" does not exist." instead of a helpful message.
