Usually I terminate all processes which may have a hold on TSVN (so obvious
culprits like TSVNCache, explorer.exe, and whatever else is reported by
msiexec) and install TSVN, so it never prompts me for a reboot.

Are you restarting your computer after the upgrade? I have noticed as of
recently that the WC:s stops working after an upgrade until I restart/log
out. This usually wasn't the case earlier. I guess some component has gotten
pickier about WC versions now since the format is somewhat more volatile(?).
