With intra-repository svn:externals, TSVN reports "Are all targets part of the same working copy?"

I have several svn:externals in my project directory that point to other
locations within my repository. With `TortoiseSVN 1.6.99, Build 20944` I'm
frequently seeing the error:

Commit failed (details follow):
Are all targets part of the same working copy?

I wasn't seeing this error with TSVN 1.6.12. My guess is that TSVN is
treating intra-repository svn:externals as being from a different
repository.

I'm happy to provide more details about my repository configuration if this
isnt' easily reproducible.
