It took a while to work out what you are talking about - the tracking
of the TortoiseSVN version and the Subversion library version, as
opposed to the version of your files which is what subversion is all
about.

This has already been discussed at length if you search the mailing
lists. Yes the association would be obvious, but they are 2 separate
programs and there is no logical reason to bind them to the same
version number. Almost every other Subversion client has its own
version numbering system, and we have shot ourselves in the foot by
not doing the same as it now leads to this confusion.
