How to use TortoiseOverlays in my own application

Hi, there

I'm trying to develop a sync application, in which some overlay icon should be used to indicate file state. Here I found TortoiseOverlays.

We can see TortoiseOverlays use "state" in the CShell constructor function to control which file should be overlayed.

But how does the TortoiseSvn application set the "state" value? How does my own application set the "state" value if i want use the TortoiseOverlays.dll to overlay a file which is being syncing?
