Bug: Apply properties recursively not working

I'm trying to set some svn:ignore properties.
The checkbox "Apply property recursively" does not work. Nothing happens on the
subfolders only current selected folders gets the svn:ignore settings.
"Apply property recursively" worked for me in some old TortoiseSVN versions
like
1.6.5
Is this a bug?
OS: WinXp SP3
TortoiseSVN 1.6.11.20210
