Tortoise Build fails (wrong version)

Hi,

I'm trying to build tortoiseSVN, using the instructions given in build.txt.
I encountered a problem that you may want to add in the file. If
antivir-Software (in my case Microsoft Security Essentials), executing
vsvars32.bat has no effect. But that is not the main topic of my discussion.
If i try to build tortoise, I always get the following error:

I don't know what to do. Before building I checked out the last Version of
the sourcecode.
I am running Windows 7, if that may be a concern.

Hope you may help me. I already searched for answers, but couldnt find any.
If I coincidentally started a topic, that is already covered, i may have
overlooked it and apologize for the extra question.
