TortoiseSVN 1.6.11 released

Hi,

It is linked against the Subversion library version 1.6.13.

This is a bugfix/maintenance release.

Please note:
If you upgrade from a version earlier than 1.6.10, you have to run a
"repair install" right after the upgrade finishes. To do that, run the
installer again and click on the "Repair Installation" button.

- BUG: Using spelling dictionaries in utf8 could crash
        the commit dialog. (Stefan)
- BUG: Dialogs could hang if they were closed if the

        the parent folder wasn't checked automatically if
        it was added too. (Stefan)
- BUG: when passing /tourl: to the merge command, the
