This has nothing to do with caching.
Is your working copy on the drive root? If yes, then most likely that's
the problem since the svn lib doesn't handle such paths always properly.

If not, try to reproduce the problem with the command line client
(available also from the nightly build folder - just copy the svn.exe
into the TSVN bin folder).
