TortoiseProc1031.dll 1, 6, 99, 19771 according to the explorer context
menu. That's definitely the wrong language dll. The installer is
named: LanguagePack_1.6.9.19725-win32-de.msi. When I unzip this installer,
and look at langpack\procdll it says 1, 6, 9, 19725, so it should be ok.
Where does this persistent Language pack dll come from? I have rebooted my
PC several times in the mean time and also deleted the TortoiseSVN\Languages
folder
