Patch for doc build files

Hi Stefan,

r19413 breaks the doc build for me because I don't have VSxxxx and I
build the docs standalone. The attached patch fixes this for me, but
can't be sure that it won't break a full build of trunk. Can you check
that I've done the right thing here.
