Adding svn:externals property

Hi guys,

The new property editor for svn:externals has a peg revision field
which defaults to COMMITTED. If I accept the default, when I try to
update, svn throws an error saying that it is an invalid peg rev. If I
blank that field then update is happy again.

If a pegrev is not specified, does svn assume that it is the same as
the requested rev, or does it always look for the path name at HEAD
even when an older rev is requested?

Using TSVN 1.6.99.19711
