If you understand the foreign language and you can see that the
message is not spam, let it through.
There might be someone on the list who can answer the question.
But if you don't understand the language of the email, don't let it
through (and I wouldn't even use a translation tool to find out
whether its spam or not - just delete it and be done with it).
