Sorry, but there's no benefit for us at all. Only for you because you
would get a link for free to your site.
Also, you're in violation of the GPL because you host GPL software
downloads but fail to provide a link to the source code. That's a clear
violation of the GPL, but easy to fix. So please do so for all your
hosted GPL downloads.
We don't have costs because of our downloads, because we host them on
sourceforge.net. We only have costs for our own servers which host the
website(s). So again, no benefit for us at all.
And we like to keep our downloads under our own control and link from
our site to them. Having other sites host our downloads is bad because
users won't get the latest version. Your site couldn't made this more
clear: you still have TortoiseSVN version 1.5.2 as the latest version to
download, while we just released version 1.6.8. You're almost two years
(!!) behind! So you see: you're hurting a lot (well, maybe not that
much: your claim of being the second largest download site is
exaggerated, to say the least) of users and I just hope that our users
don't get the downloads from your site.
If you were really interested in a cooperation with us which benefits
not just you, you would have done your homework first.
So sorry, no deal here.
