Tab / space settings

Hi folks,

I see from a recent comment in the issue tracker that the source is
now migrating from using tabs to spaces, but only as lines are
changed. I agree with the change (I got rid of tabs in my own code
years ago) but would prefer to see the whole lot changed rather than
having a mix as we do at the moment. Subversion did a similar thing
when they standardised on their space-before-bracket policy. The down
side to this is that every line changes, so any working copy with
modifications will end up with a lot of conflicts. But if we decide on
a day to do this and notify everyone well in advance then it should be
manageable. I guess the commit-year hook would have to be disabled for
that commit as it is not enough justification for bumping the
copyright year on every file.
