TortoiseSVN uses what is called overlay icons, which are the small
icons that can be shown in the bottom left corner of the real
file/folder icons. By default Windows only uses a few of these (the
one for 'shortcut' being the most well known). TSVN adds up to 13 of
these, depending on the availability of free 'slots'.

The desktop.ini file is used to have local overrides for the real
icons of files/folders, which is a completely different thing.
