Thanks for your offer to help. Here are a few pointers to get you started:

First you have to set up the build system so you can get TSVN built from
the source. That means you first have to check out the source code from
http://tortoisesvn.googlecode.com/svn/trunk and then follow the
instructions in our build file:
http://tortoisesvn.googlecode.com/svn/trunk/build.txt

After you have successfully built TortoiseSVN, you can start hacking.
Either follow our mailing lists to find out what users report and
request - it's there where we get out work.
Or have a look at our issue tracker:
http://code.google.com/p/tortoisesvn/wiki/IssueTracker?tm=3

Once you've finished a task or have a bug fix, create a patch and send
it to this list.
