The acceptable drop order much depends on one's workflow, editor/IDE/application
and document type. For binary documents like office files, images etc. when one
uses Explorer (or any other file manager) it would probably be:

1. unversioned (dropped first)
2. ignored
3. locked
4. read-only/needs-lock (dropped last)

The best solution would be to provide standalone Overlays UI to let user
customize the default drop order. That needs to be customizable in Wix too.
