TortoiseSVN unable creating patch with new files

A svn branch with some files modified and some new directories with files
 added.
After I merged the branch to my local workspace(trunk), create a patch based
on the local workspace.
But the patch file does not include the new files under my workspace.

Then I undo add the new meged files and add the files manually, create patch
again, this time the patch contains the new added files.

Does anyone know how with it?
Is it a known bug of TortoiseSVN?
