The article exists on the Internet Archive. Using the text there, I was
able to find a copy at http://tortoisesvn.net/ssh_howto

The version on the Archive is slightly newer than the one on
tortoisesvn.net.
I didn't try to determine the differences. But if it can be updated, it
probably should be.
