TSVN consists of several executables. MSI won't replace
an executable while it is in use. Most of the times, only the
shell integration (an possibly TSVNCache) is affected.

Everything "behind" the context menu (dialogs etc.) is implemented
in TortoiseProc and will be updated right away. You may check
that by showing the About dialog. In other words, most fixes
will be available without reboot.
