Windows 2000 support vs. TSVN update

Hi Stefan,

as you probably already noticed, I changed the check
for automatic TSVN updates on the 1.6.x branch in
r18671. The idea is that W2k users will not automatically
update once we release the current /trunk version.
Hopefully, this will save us lots of mailing list noise.

Only downside: for the time being, two version info
files must be updated on the server.
