I was the one who boldly removed the forced reboot on our new TortoiseHg
msi installer.

Windows 7 terminates explorer.exe and restarts it.
Without logout or even reboot. I admit I was keen to have that.

But the user can choose a reboot as well, if he prefers:

If a forced reboot is inserted, then that dialog doesn't appear at all.

Note that if other applications have loaded the shell extension, then
these are listed as well. Windows installer keeps nagging if it can't
shutdown a program (e.g. unsaved file in Notepad). The next dialog has a
retry button.

Although I must admit this our first msi installer on THG and it will be
first released around March 1st. So we will see how it goes. Maybe we
are just clueless indeed and we will have to re-insert the reboot again.
