compromise:
- break sync to W2K from 1.6.10
- there is space for W2K patches: 1.6.8(.x) and 1.6.9(.x)

or:

- break sync to W2K from 2.x
- set minor version to minor version supported SVN, i.e. start with 2.6.7

or use suffix for W2K: 1.6.7.w2k or 1.6.7.2000
