As of r18380 I see that when I use "check for modifications" in Explorer TMerge shows an M-to-N change as one change, but when I use "show changes" in the Log dialog TMerge shows the same change as two changes. This doesn't look consistent at all and perhaps it depends on TMerge, not how SVN diff works.
