Yes it is broken, because we have enabled the link in anticipation of
the upcoming 1.6.7 release of TortoiseSVN, which is unfortunately
delayed because Subversion 1.6.7 is not yet released. The 1.6.6 release
of TortoiseSVN didn't have a pt_BR manual yet.
