I see the language packs are available in the 8 November nightly. Will
they remain available until the next nightly build of the language
packs?

The timestamps indicate that the current build takes a bit longer than
mentioned in the readme of the /Latest/ folder:

The update and build starts at 2300GMT and the upload starts as soon as
the build is complete, so should normally be completed by 0000GMT.
The tortoisesvn.net server shows timestamps in central european time (GMT+1).

The latest timestamp in that folder is from the 64-bit msi: 08-Nov-2009 06:22
