He means moved blocks detection and highlighting, see e.g.

I am Dmitriy's mentor at the university, and I frequently encourage students
to contribute to open source project for their course work.
I offer students a selection projects and topics that I am somewhat
familiar with,
to be able to help them and gauge their success.
Dmitriy has chosen TortoiseSVN as the project to contribute to,
and moved lines detection in TortoiseMerge as the particular feature
to implement.
