Have client side hooks reference URL paths?

I was helping an user with client side hooks, and wondered how much
work it would take to allow TortoiseSVN to use a URL into a subversion
repository to reference the hooks instead of a file system path. This
would make it easier for a group of users to make sure they are using
consistent client side hooks.

I imagine handling the authentication to get the hooks via a URL would
be an issue as would the potential performance impact.

Any other reasons this would be a good or bad idea?

Obviously there are many other ways to have users share the client
side hooks, but I found this idea interesting enough to see what
others thought about it...
