I'm pretty sure it is. Turn on PuTTY packet logging (not the Packet + raw!) and look at the end. You might see an EOF or not even that, definitely not the final handshake where the remote passes back its exit status etc. Check out my detailed post to the subversion-dev group here:
I now know exactly what's going on and how to fix it. I hope they pay attention. I have made the fix here and the problem vanished. I can use Tortoise now with my remote (over public Internet) svn+ssh repo. Hooray. It was unusable till I made the change.
