This was my standpoint as well until I had used the previous nightlies version of the icon for some time. I have grown to like it, like it a lot actually. I find it very handy to have a distinctive common indicator on files that are not yet explicitly handled by me (added, ignored, deleted or moved elsewhere).
 
But yes, it might be better to have no overlay at all than to have one that looks very similar to the ignored overlay.
