There are many places where such stripping _can_ be made: TSVN client side hook, editor, manual script, automated nightly cleaning bot, etc. Personally I prefer it to be part of the build process. Add the script as a pre build step, that way you will automatically get the sources cleaned before compilation/testing, no matter what editor or settings you use. This is also an excellent place to add other scripts to verify other types of guideline complience.
