Strange. I have never seen that happen before.

Is a revision selected in the upper list when it happens?
Does it happen for (seemingly) all paths & repositories?
Is it limited to a few revisions or paths?
Is the same revision shown correctly when in the log for
the repository root?

Will it go away when you temporarily disable the log cache
(TSVN -> Settings -> Log Caching -> Enable Log Caching -> uncheck;
close settings, re-open log dialog again)?

Same setup here.

Please make a backup of %APPDATA%\TortoiseSVN\logcache
and retry with TSVN 1.6.5.
