Performance problem, slow SVN Update Tortoise

A project using our central Subversion Server are having performance
problems, especially when doing an SVN Update. Not all project members
but most of them have the same problem.

Doing an SVN Update with no files changed can take up to 10 minutes!

Fetching the files from the server is quick but before calling the
server, Tortoise seems to be doing something on the client.After the
fetching of files there is also a pause. During these waiting periods,
before and after calling the server the computer is a bit unresponsive
although CPU% is at all high.

Processes running are TortoiseProc.exe (I have disable our virus
program and TSVNCache to rule out them as problems)

I have tried different versions of Tortoise but the same problem
occurs. I have tried installing a new server on a different machine,
same problem, so I'm ruling out the server as I have not detected any
network traffic during the waitingperiods.

The repository is not very large: 803MB
 I am at a loss, any suggestions are welcome!
