It is / was. Thanks for the report.

The problem with caching bugs is their transitory nature.
As soon as the cache is populated, it will work reliably.
So, a workaround is filling the cache by opening a revision
graph, for instance.

Last Friday, I stumbled across an issue that might just
be the root cause of what you have (not) been seeing.
The fix will be shipped with TSVN 1.6.6.

Sorry that I just recently stumbled across your posting!
I'm following the users list only loosely: Every once in a
while I would scan it for "unfinished business" that seems
relevant to the TSVN part that I'm familiar with.
