partial enhancement of Dutch TortoiseMerge_nl.po

this is still work in progress and I'm also planning to do/redo the
TortoiseSVN_nl where needed. Saw it needed major work.

Is it possible to get permission to commit updates directly into the svn repo?
It would make it easier to work on it in free moments instead of
waiting for the whole thing to complete.
