Hints when hovering labels

Hi,

I notice in the TSVN Settings dialog that sometimes the hints are
shown when hovering the label of an input field, but for other input
fields they are only shown when hovering the input area.

Which is the intended way of working (so I can report the ones that
are not operating as they should)?

Examples:

General->Global ignore pattern: only input area produces hint

Dialogs2->Timeout in seconds to stop the auto-completion parsing:
label and input area produce hint

(using TortoiseSVN 1.6.5, Build 16974 - 32 Bit , 2009/08/20 08:13:46)
