Overlay issues... again

Hey Stefan,
I can't imagine how tired you are of hearing about these! So many ways they
can break! :)

Anyway, I'm not seeing the Conflicted and Ignored overlay icons in
build 16802, 32-bit (Nightly build). I looked at my overlay identifiers in
the registry and they all have numbers in front of them (I don't remember
these being here before). They look like:

1TortoiseNormal
2TortoiseModified
3TortoiseConflict

etc...

Any other information I can provide? Note that no other overlays are in the
registry, only the TSVN ones. I'm on Windows XP 32-bit.
