Fix r38053

To all svn developers:

After installing TortoiseSVN on a Citrix/RES powerfuse environment we
ran into a bug. Stefan solved this issue and made a fix for it (r38053).
This bug is a showstopper for our development team so we would like this
fix to be implemented as soon as possible.

So please review and vote for that fix (r38053)!!!
