If it was a TSVN problem, it *should* behave consistently.
Version 1.6.1 fixed an issue that might be remotely related
to what you are seeing.

So, answer / try the following:

* What version are you using?
* Does the log dialog say "offline" in the title bar?
* What is the command line client output?
  ("svn log http://your.server/URL/to/file")
* Did you tweak any of the log cache settings?
