 I sifted thru my old information, and after a few emails, I got the
information.

 https://www.certum.pl/services/enroll.html?lang=en&oid=3.7

 Their certificates for individuals for open source projects are free
of charge. Below is contact information for the individual at Certum
that confirmed this for me. You can also check it working, as the
Win32 GIMP installer uses this proccess.
