Example Plug-ins - No comprende

I'm looking at the ExampleAtlPlugin project and I have it building but I really have no idea how to use the finished product. The C++ implementation isn't clear to me reading issue-tracker-plugins.txt and IBugTraqProvider.idl.
I've never written a plug-in before and I'm missing some basic information like how to associate this plugin with my local tortoisesvn install.
I'm sorry if this is too much to ask but I don't know the lingo well enough to get anything useful out of google.
